Within the framework of the VI Turkic World Literature and Book Festival (VI LitBookFest), held in the Academy Park located in front of the main building of the Azerbaijan National Academy of Sciences, a presentation and discussion panel was organized by the Institute of Folklore of ANAS.

Opening the panel as moderator, Director of the Institute of Folklore of ANAS and Doctor of Sciences in Philology Hikmat Guliyev greeted the festival participants and noted that, in recent years, the scientific and cultural integration of the Turkic world had entered a new stage. He mentioned that the statement made by the President of the Republic of Azerbaijan, Ilham Aliyev, during the inauguration ceremony on February 14, 2024 — “We have no other family. Our family is the Turkic world” — has become a conceptual expression of the idea of shared cultural memory and Turkic unity.

The scholar also noted that the Presidential Decree dated October 22, 2025, “On the Celebration of the 100th Anniversary of the First Turkological Congress,” represented another manifestation of state support for the development of Turkological thought and served to revitalize the shared scientific and cultural heritage of Turkic peoples.

During the speech, it was highlighted that the VI Turkic World Literature and Book Festival was not only a literary and publishing environment, but also an important discussion platform for Turkology, folklore studies and cultural heritage research. Hikmat Guliyev mentioned his gratitude to the leadership of the Azerbaijan National Academy of Sciences and the Azerbaijan Writers’ Union for their support in organizing the festival, emphasizing that such scientific and cultural platforms played an important role in promoting the shared literary and spiritual values of the Turkic world.

Later Professor Seyfaddin Rzazoy and Doctor of Sciences of Philology Safa Garayev made speeches.

At the conclusion Hikmat Guliyev noted that one of the main tasks of modern folklore studies was not only to reexamine traditional folklore heritage through new methodological approaches, but also to incorporate into scholarly circulation new folklore forms emerging in the digital environment, including internet jokes, memes, virtual communication practices and examples of folklore creativity involving artificial intelligence.
